Jeremy Stanley ae3721e6bd Rotate the OpenDev PPA Uploading OpenPGP Key

The new key is ECC, and only a signing subkey is exported to Zuul
for added safety and convenience, hence the substantially shorter
length. The public blob is dropped as it doesn't seem to be used by
the add-gpgkey nor infra-deb-ppa-push roles, but we can always
export it from the keyring later if necessary.

OpenStack Infra Zuul jobs

This repo contains a set of ansible playbooks which are used by the OpenStack project CI system Zuul. It also contains job and project-template definitions for the OpenStack project. You should edit these files to make configuration changes to OpenStack Infrastructure CI.
