Stephen Finucane 0eab1be53b Update 'openstack-python3-charm-jobs' to latest Python 
Modify 'openstack-python3-charm-jobs' so that it mimics the behavior of
the recently introduced 'openstack-python3-jobs' template, allowing us
to add a (non-voting) 3.10 job, and remove the 3.5, 3.6 and 3.9 jobs.

OpenStack Infra Zuul jobs

This repo contains a set of ansible playbooks which are used by the OpenStack project CI system Zuul. It also contains job and project-template definitions for the OpenStack project. You should edit these files to make configuration changes to OpenStack Infrastructure CI.
