Andreas Jaeger b4cc8e76a2 Sync publish-to-pypi templates 
The publish-to-pypi-python3 template should work for all repos, there's
no need to have two versions. Sync the jobs and declare publish-to-pypi
as normal one and publish-to-pypi-python3 as obsolete.

OpenStack Infra Zuul jobs

This repo contains a set of ansible playbooks which are used by the OpenStack project CI system Zuul. It also contains job and project-template definitions for the OpenStack project. You should edit these files to make configuration changes to OpenStack Infrastructure CI.
