Update git submodules 

* Update congress-specs from branch 'master'
  - Update Sphinx version and switch to openstackdocstheme
    
    Update sphinx version as in global requirement
    Global requirement link [1]
    
    Also This patch switches to use openstackdocstheme instead of
    oslosphinx[2].
