Update git submodules 

* Update python-brick-cinderclient-ext from branch 'master'
  - Merge "Update to use static upper-constraints URL"
  - Update to use static upper-constraints URL
    
    There is a new upper-constraints URL to use that will make it easier to
    handle when new stable branches are created. All projects should now be
    updated to use these new static URLs hosted on releases.openstack.org.
