Update git submodules 

* Update octavia from branch 'master'
  to 80d316f5cbcff63cb880fc294f4e1ad39973189f
  - Splitting scenario jobs in 2
    
    Splitting octavia-v2-dsvm-scenario and octavia-v2-dsvm-scenario-jobboard
    in 2 jobs.
    It would reduce the duration of the jobs and avoid potential timeouts on
    slow hosts.
