Update git submodules 

* Update networking-sfc from branch 'master'
  to 161c6ee578e2397abf520e227d74dfd61b99fdfa
  - Fix networking-sfc-tempest-multinode job
    
    cinder was enabled while c-api not leading to
    deployment failure, removing cinder from enabled
    services list to fix this as the service is not
    needed in this job and fix job config for subnode
    as per openvswitch agent.
    
    Also pass plugin context to l2pop.db.get_agent_by_host
    as without it it fails with:-
    AttributeError: 'PortChainContext' object has no attribute 'session'
