Update git submodules 

* Update requirements from branch 'master'
  - Merge "Exclude broken ironicclient versions 2.5.2 and 2.7.1"
  - Exclude broken ironicclient versions 2.5.2 and 2.7.1
    
    A change was merged to these versions that somehow broke Nova accessing
    Ironic. While a fix has been posted in https://review.opendev.org/#/c/659592/
    we should block these releases to unbreak the CI for now.
