Update git submodules 

* Update irc-meetings from branch 'master'
  - Add another Blazar meeting for the Americas
    
    The current meeting at 0900 UTC is in the middle of the night for the
    Americas. To foster more contributions, I am proposing to hold a meeting
    every other week on Thursday at 1600 UTC, starting from the week after
    the Denver Summit and PTG.
    
    Also update chair list to match currently active core reviewers.
