Update git submodules 

* Update magnum from branch 'master'
  to 48fbd623742599156416745fe07a93e870a4029a
  - Update containerd in CI to 1.6.28
    
    1.6 is the LTS version and is supported longer than 1.7 [1]. 1.6.28
    contain a fix for the CVE-2024-21626 [2].
