* Update charm-neutron-openvswitch from branch 'master'
  - Enable support for hardware offload
    
    Enable support for use of hardware offload via OVS; this requires
    OpenStack Stein or later in conjunction with the latest HWE kernel
    for Ubuntu 18.04 LTS.
