Update git submodules 

* Update oslo.reports from branch 'master'
  to 61ce374f1967ce657da97ba2d65286c7e05ce03b
  - Revert "Moves supported python runtimes from version 3.8 to 3.10"
    
    This reverts commit a1b8dc2578fe1e806e4bccdf68ad682a45a25f79.
    
    Keeping Python 3.10 in setup.cfg classifier.

    TC has been discussing about re-adding the python 3.8
    testing in current master 2023.2 release testing.

    While governance changes are under review, TC agreed to add py3.8 testing
