Update git submodules 

* Update sahara-tests from branch 'master'
  - Set API version in RestClient
    
    Tempest (at least this area of it) needs to be explicitly told which
    version of the Sahara API to use, if the URL in the catalog isn't
    already versioned. So, set a certain class property to convince
    Tempest to append the API version to the base URL.
