- Add arch-design to redirect ignore list
The openstack/arch-design repo is being restored and maintained by the
Operations Documentation SIG. At least for now, this information will
not be cycle based and should not be redirected from its base URL to
/latest. This adds the repo to the list to be ignored for .htaccess
redirects.

- Remove arch-design docs
The arch-design docs have not been maintained and the Ops Docs SIG plans
to take ownership and maintain it out of its own repo.
To avoid jobs overwriting the published content, this removes the docs
from openstack-manuals.

This adds back in the manuals for the Charms Guide and the
Charms Deployment guide for latest, rocky and queens.

Some of the projects publish documentation but not using the project
guide structure. Instead of requiring all projects listed to have a
default guide, add a flag that defaults to True and that can be
changed in the project data file(s).
Also add a default field to the URLSettings structure.

- Add missing `xindy` bindep
Test runs are currently failing on a missing `xindy` binary.
Mend the situation by adding the required packages for rpm
and dpkg platforms.
As the test requires a recent version of `xindy` to work with
`xelatex` markup, bind the base job to a nodeset with recent
operating system release.

Pass the list of maintained series to the template environment so we

- import zuul job settings from project-config
This is a mechanically generated patch to complete step 1 of moving
the zuul job settings out of project-config and into each project
repository.
Because there will be a separate patch on each branch, the branch
specifiers for branch-specific jobs have been removed.
Because this patch is generated by a script, there may be some
cosmetic changes to the layout of the YAML file(s) as the contents are
normalized.

- fix setup.cfg metadata for individual guides
The format of the setup.cfg files is incorrect and the configparser
module under python3 will not parse them. This patch fixes the errors
by properly indenting the list of values for the 'classifier' entry.

It looks like there was a typo for the values of innodb_flush_log_at_trx_commit
Per http://galeracluster.com/documentation-webpages/configuration.html
Note Warning: While setting innodb_flush_log_at_trx_commit to a value of
0 or 2 improves performance, it also introduces certain dangers.
Operating system crashes or power outages can erase the last second of
transaction. Although normally you can recover this data from another
node, it can still be lost entirely in the event that the cluster goes
down at the same time, (for instance, in the event of a data center
power outage).

This patch includes the link of TripleO documentation which is a uniq
link, unversioned, which means we'll have to include this link for every
new release.
Inside our doc, we have notes when something is release-specific, that's
how it always worked and we have no plan to change it.

- add a --strict flag to the template generator
When --strict is passed warnings are treated as errors to stop the
build. This is useful for debugging when running tools/test.sh
locally, for example.
