Update git submodules 

* Update charm-interface-keystone-notifications from branch 'master'
  to 3b7e83585a0c34399f97b5943d33f63ff02cb597
  - Migrate from testr to stestr
    
    Note that the interface doesn't actually have tests.  This is just to
    migrate away from the deprecated testr module.
    Add .zuul.yaml so that the project can be merged
