Update git submodules 

* Update whitebox-tempest-plugin from branch 'master'
  - Get rid of py27 jobs
    
    Looks like our default CI image has moved to Ubuntu Focal, which does
    not come with Python 2.7 out of the box. While we still need to care
    about Python 2.7 in our downstream OSP 13 CI, upstream it's too much
    of a hassle. Remove it by replacing our templates with the
    single openstack-python3-victoria-jobs template.
