* Update oslo.tools from branch 'master'
  to a85b2e529994384057453a278c45aa970ed87ae1
  - Revert "Moves supported python runtimes from version 3.8 to 3.10"
    
    This reverts commit 9739bd0047d61166e52cc3f6bb6294aeac09477d.
    
    Keeping Python 3.10 in setup.cfg classifier.

    TC has been discussing about re-adding the python 3.8
    testing in current master 2023.2 release testing.

    While governance changes are under review, TC agreed to add py3.8 testing
