Subject: [PATCH] Update git submodules

* Update specs-cookiecutter from branch 'master'
  - Merge "make tox docs environment follow PTI guidelines for sphinx build"
  - Update contact address to openstack-discuss ML

    The openstack-dev mailing list has been retired and its
    conversations now take place on openstack-discuss instead.

    Update this cookiecutter so that new projects don't copy over the
    obsolete ML name.
