Update git submodules 

* Update oslo.rootwrap from branch 'master'
  to f02bdb95507beee23672beb1082bf940ff6c2bd2
  - Revert "Moves supported python runtimes from version 3.8 to 3.10"
    
    This reverts commit 90ea8f3b1273e9cbcefcbe15175b3981d946c941.
    
    keeping Python 3.10 in setup.cfg classifier.

    TC has been discussing about re-adding the python 3.8
    testing in current master 2023.2 release testing.

    While governance changes are under review, TC agreed to add py3.8 testing
