Subject: [PATCH] Update git submodules

* Update tacker-specs from branch 'master'
  - Merge "Fix broken link in Tacker Mitaka Spec"
  - Fix broken link in Tacker Mitaka Spec

    * The sub-section "VIM id in VNF Creation" in "Proposed changes"
    refers to old TOSCA template link [1] it should be [2].
    * The User Documentation section refers to a broken link [3] which
      should be [4].
