Subject: [PATCH] Update git submodules

* Update releases from branch 'master'
  - Merge "Release governance 0.8.0 for October elections"
  - Release governance 0.8.0 for October elections

    The commit for 0.8.0 is chosen as the state the repository was in at
    the time of the E-mail update deadline for this election (2020-09-29
    00:00 UTC).

    Also record the 0.7.0 commit reference, since it was pushed
    manually.
