Samuel de Medeiros Queiroz eb9284984e Consolidate cloud/base.py into functional/base.py
This was left as a TODO in the merge of Shade into SDK.

Shade's BaseFunctionalTestCase is now BaseFunctionalTest;
KeystoneBaseFunctionalTestCase is now KeystoneBaseFunctionalTest.
