Kim-Yukyung a4239651d8 Add Secret Stores API support to Key Manager ...

Implement the following Barbican Secret Stores APIs
- GET /v1/secret-stores
- GET /v1/secret-stores/global-default
- GET /v1/secret-stores/preferred

Includes SecretStore resource class, proxy methods,
comprehensive tests, and documentation.
