PEP8: Don't force name in TODO

The Cinder team decided a while ago to not require a name in TODO
comments, since they don't provide additional value.

This patch removes this requirement from the flake8 configuration, so
now we no longer should add TODO comments as:

    # TODO(geguileo): Improve this

But instead do naked TODO:

    # TODO: Improve this
