Update author-email in setup.cfg

The openstack-dev mailing list has been replaced with
the openstack-discuss mailing list (*).
So replace the openstack-dev mailing list with
the openstack-discuss mailing list in setup.cfg.

In addition, update the home page URL in setup.cfg.
