Add compute capabilities traits 

The virt driver API in nova has a capabilities dict that lists the
capabilities of the virt driver.

Based on the patch at https://review.openstack.org/#/c/538498/6, let's
try to standardize the relevant capabilities into a new
os_traits.compute module.
