Pawel Baclawski e52fa969f9 Add support for 1.22 microversion

The 1.22 microversion of placement adds support for
excluding resource providers and allocation candidates
with specified traits. A forbidden trait may be specified
with --forbidden option.

osc-placement

OpenStackClient plugin for the Placement service

This is an OpenStackClient plugin, that provides CLI for the Placement service. Python API binding is not implemented - Placement API consumers are encouraged to use the REST API directly, CLI is provided only for convenience of users.
