
Downstream projects have started using the fixtures inside of oslo_db.tests in response to the deprecations added in I0163e637ffef6d45d2573ebe29b5438911d01fce. This was not the intent of these deprecations, so add messsaging to this effect and ensure fixtures used by the test suite itself are noted as private.
