Adam Spiers 362fdbbf4b Fix guidelines w.r.t. translation of log messages 
Translation of log messages was ceased starting with Pike, but only
the oslo.i18n documentation was only partially updated (by
Ia34ad79ca9), and not this repository.

So remove misleading examples of log translation from this
documentation.

The oslo.log (logging) configuration library provides standardized configuration for all openstack projects. It also provides custom formatters, handlers and support for context specific logging (like resource id's etc).
