The feature has been broken for some time, and depends on pyinotify library which has been unmaintained for long time and is not compatible with python 3.12 (because it uses asyncore). The oslo.log (logging) configuration library provides standardized configuration for all openstack projects. It also provides custom formatters, handlers and support for context specific logging (like resource id's etc).
