Add a virtual sprint ML template/program
This program can be used to create a nicely formatted virtual sprint email for the mailing list so that oslo subprojects can use it to invite others to there virtual sprints. Change-Id: I55f2942a787f780d81051c1b9faa0eb15c2443a1
