Dan Smith 145e0455d7 Allow multiple format hits if explicitly handled

There are certain situations where multiple format hits may be a
legitimate outcome (i.e. block-bootable ISO files). In most cases that
is not ideal, and the one-format-or-fail existing property is still
the best option.
