Patch Set 4:

If the TC decides it would be better off pulling out into its own library then that should be the way we go. 

However, I don't think there will be lots of changes to the core support_matrix (or whichever name it ends up taking) framework once it reaches completion. Which I think would be an argument against moving out of oslo.sphinx since it will add another dependency/lib for something that wouldn't change much.
