Patch Set 3:

Will rebase to most current base format from Neutron. Although will take input from Designate and any other project with base Feature Classification (FeatCl) type work. Idea being to keep framework as common as possible.

Note there are projects where the use cases are different, i.e. Cinder, where their matrix is supporting everything single driver (thus their matrix has inverted x/y).
