Mehdi Abaakouk b5a870f762 Fix oslo_service stop/start mechanism
Also we miss to call inherited stop method somtimes. That was
not stopping oslo.service resources. This change fixes that.

This allows us to stop the refresh_pipeline periodic thread on stop,
now.
