Adds Test plan for OpenStack under WAN conditions 
This commit adds test plan for comparing control plane and data plane
perfomance of different OpenStack configurations under WAN conditions.

This repository is for OpenStack performance testing plans, results and investigation documents. All documents are in RST format and located in doc/source/ sub-folder.
