This patches removes the DB layer hard-coded permission checks for
network_set_host.
network_set_host is called by:
1. network.manager._setup_network_on_host, it is call by
network.manager.allocate_for_instance and
nova.network.manager.add_fixed_ip_to_instance
There is still another policy check on the method, but they are
fixed by Ia33080c1681b139dbca72bfd5c9810e8fbea6719
2. network_api.associate.
There is another policy check on the method and it is merged. is
fixed by I5c19109b29a1463304b51d7fe05f01456a9ccfb0

OpenStack Nova provides a cloud computing fabric controller, supporting a wide variety of virtualization technologies, including KVM, Xen, LXC, VMware, and more. In addition to its native API, it includes compatibility with the commonly encountered Amazon EC2 and S3 APIs.

Nova primarily consists of a set of Python daemons, though it requires and integrates with a number of native system components for databases, messaging and virtualization capabilities.
