Amit Uniyal 972dfd4825 Bugtracker link update
As discussed in the upstream meeting, update the placement bug tracker,
link from storyboard to launchpad, so new bugs should be reported in
launchpad instead storyboad.

Whats not updated:
- all links of storyboard which do not point to bugs
- links of existing stories, features, docs etc
