Chris Dent edb09c5f91 Switch ConsumerType to use an AttributeCache
ConsumerType has the same structure and behavior as a Trait
or ResourceClass and, like them, we really only ever care about
the name and/or the id. This makes it a good candidate to use
the AttributeCache, simplifying the code a fair amount.
