Create a new project for ansible-tripleo-ipa-server

We recently opensourced some ansible playbooks and scripts for
integrating FreeIPA into TripleO deployments:

The tripleo-ipa project contains some playbooks that are specific to
setting up and configuring FreeIPA. We'd like to pull these out into
their own project instead of having them in a corner of tripleo-ipa
somewhere.
