Increase timeout for dsvm functional jobs

We're seeing too many failures with dsvm functional jobs timing
out before the tests could complete in the last few weeks. This
is mostly due to jobs running on slow nodes and devstack setup
taking more than 40 mins at times.

Note: Our functiona/integration test jobs use tempest plugin.
