Add new project hurricane

This project will be a one-stop-shop for interconnecting
stackstorm and openstack and providing packs, tools and
integrated scripts and templates (and more) that allow for
stackstorm and openstack to integrate nicely (in a way that
also helps operators get the most bang for the buck).
