Fix LP access credentials

In the Great Migration of 2019, the consumer_key name used in the
credentials used by release jobs to update Launchpad bugs was
updated, breaking our connections to LP.

Since switching to a fully new key is non-trivial, let's restore
the old, working, albeit slightly wrong key name.
