Add new project Coupler to openstack repo
Coupler provides a virtual storage backend that would enable one VM to attach/mount another VM as its backend. This feature would make it possible to chain multiple VMs that runs single storage functionality together to provide a new composed storage service. Similar to network function chaining in NFV.
