translations: Cleanup po files

Function pull_from_zanata calls check_po_files that removes po files
with less than 20 %, so do not use lower limit (8 %) for common
files, those will have been removed already. Instead raise to 30 %.

Use cleanup_po_files now also for manuals since we use the same
routines everywhere.
