Add ensure-tox to pti-python-tarball

The publish-openstack-python-branch-tarball job run by many projects uses tox (in python-branch-tarball/post.yaml), so needs it installed. Change-Id: Iba219ad14523ce900d9562ef56c78cc6c15aa01d
