Added new repo for fuel-plugin-datera-cinder

This is yet another fuel plugin repository created
under Openstack namespace.

This project met the following criteria:
- development of the plugin has already started under private repo,
- code is available under the open source license,
- current repository do not contain any binary files,
- plugin supports more than one Fuels version.

Current repository for the plugin can be access under the following
url: https://github.com/snuf/fuel-plugin-datera-cinder
