Subject: [PATCH] Revert "Revert "Disable rax-iad due to launch failure rate""

We are still having issues launching nodes in rax-iad. Since we are
able to reproduce this manually, disable nodepool again until we can
fix the problem.

This reverts commit f508f4887e6c397221c457b2e886b8b006b20e1a.
