Remove publish-to-pypi from retired neutron-lbaas repo

neutron-lbaas and neuteon-lbaas-dashboard are retired
in train cycle but not properly.

This commit remove the publish-to-pypi job from these repo so that
we can merge the README.rst update. In next patch, complete setup
will be removed from project-config.
