Rework the Infra docs index as TaCT SIG docs
Redo the index page for docs.openstack.org/infra to update the text to refer to the TaCT SIG, drop old links to things which have moved or are now defunct, and provide some hints on where to find things which are now elsewhere. Change-Id: I885561912cd719afdfc02f382dcf36b08540ec00
